MINUTES CITY COUNCIL JCTOBER 9, 1996 with assessment revenue, County funds, MSA funds, and cost participation from the City of Maplewood. The City Engineer recommended that neighborhood meetings be scheduled for October 29th and 30th to discuss the proposed 1997 improvements. Morelan asked about Maplewood's participation. The Engineer reported that he has been in discussion with Maplewood's City Engineer. Maplewood residents would be invited to attend the neighborhood meetings. Estimated cost to Maplewood would be $158,000, and a Joint Powers Agreement would be entered into in order to collect these costs. Fahey pointed out that the East Brooks Avenue project has been postponed on two occasions and asked if it were feasible to bring the improvement up again. Scalze pointed out that the Council had informed the property owners along East Brooks that sooner or later the street would require repairs. The City Administrator reported that the condition of East Brooks is nearing what Lake Street was. There are significant break-ups in the street, and patching those areas is not money well spent. Morelan pointed out that maintenance of East Brooks Avenue has not been done for some time. The Administrator replied that only the severe problems on the street are being addressed. A member of the audience asked about assessments for the ditch work in the Arcade Street area. The City Administrator replied that the ditch work is considered maintenance, and there would be no assessment. The City Engineer explained that the ditch would be cleaned, some trees may be removed, and any existing culverts needing replacement would be replaced. The City Administrator reported that the Watershed District will absorb the cost of the ditch work. Dave Jebens, 812 Aspen Circle, agreed that Arcade Street needs to be reconstructed in order to improve drainage in the area. 13
