MINUTES <br />CITY COUNCIL <br />~CTOBER 9, 1996 <br />at this point pending negotiations by a third party. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-10-250 - APPROVING THE APPRAISALS OF <br />THE RICE STREET/LITTLE CANADA ROAD REDEVELOPMENT <br />PROPERTIES AS SUBMITTED AND AUTHORIZING AN OFFER OF <br />JUST COMPENSATION TO THE PROPERTY OWNERS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Fahey, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />ADVERTISE Mr. LaValle introduced the following resolution and <br />FOR moved its adoption: <br />FULL-TIME <br />RECEPTIONIST RESOLUTION NO. 96-10-251 - AUTHORIZING THE <br />ADVERTISEMENT FOR A FULL-TIME RECEPTIONIST <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Pedersen, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />APAC'S USE The City Administrator reported that the All Parks <br />OF THE CITY Alliance for Change (APAC) has requested the use of <br />CENTER the City Center to hold meetings with the residents of <br />North Star Estates Mobilehome Park. <br />Scalze noted that under the City Center Use Policy, <br />APAC would not fit the criteria since the policy refers <br />to groups of which the City is a member and/or may be <br />hosting a meeting. Scalze felt if the Council were to <br />allow APAC's use of the City Center, it would have to <br />allow other similar groups. <br />Fahey stated he favored more use of the City Center <br />building, and also pointed out the City is not a member <br />of LCRA, but allows their use of the building. <br />Pedersen pointed out that the use policy states any <br />group can make written application for use of the <br />building, and then the Council decides whether or not <br />to approve the request. Pedersen indicated he favored <br />approval of the APAC request. Pedersen also suggested <br />there may be condo or townhome associations that would <br />wish to use the City Center for meetings, and he felt <br />that would be an ideal situation. Pedersen felt <br />language should be included in the use policy allowing <br />15 <br />
