MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 1996 <br />Little Canada condo and townhome associations use of <br />the City Center. <br />The City Administrator reported that the matter is <br />before the Council because of the lack of clarity in <br />the use policy for a request suoh as APAC's. However, <br />the Administrator indicated that the request seems to <br />make sense. <br />Fahey suggested that the policy be amended to include <br />homeowners associations as well as similar community- <br />based organizations. <br />LaValle asked the cost for a staff inember to manage the <br />building when it is being used by an organization of <br />this type. <br />The City Administrator estimated the cost to be $15 per <br />hour, but noted that many times there are staff already <br />present. <br />Pedersen suggested that neighborhood meetings called <br />for a public purpose, similar to the Thunder Bay Road <br />issue discussed earlier, should be allowed to be held <br />at the City Center. <br />Scalze asked how the City would separate out use of the <br />City Center for a neighborhood Christmas party, as an <br />example. <br />Fahey noted that the use policy states that the use <br />cannot be social in nature. <br />Morelan suggested that the policy be amended to include <br />the APAC group, and that the policy then be reworded to <br />address the other issues discussed this evening. <br />Morelan suggested that the policy be applied to the old <br />fire station as well as the City Center. <br />Scalze felt that separate policies should be adopted <br />for each building since there are different issues to <br />be considered at each site. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-10-252 - INSTRUCTING THE CITY <br />ADMINISTRATOR TO AMEND THE CITY CENTER USE POLICY TO <br />INCLUDE APAC AS AN APPROVED GROUP ALLOWED TO USE THE <br />CITY CENTER, AND INSTRUCTING STAFF TO COME BACK WITH <br />RECOMMENDED CHANGES TO TFiE POLICY BASED ON THE <br />16 <br />
