MINUTES <br />CITY COUNCIL <br />~JCTOBER 9, 1996 <br />DISCUSSION TAIS EVENING <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, Morelan, Fahey, Pedersen, LaValle. <br />Nays (0). Resolution declared adopted. <br />STREETSCAPE The City Administrator reported that the County has <br />REVISIONS indicated that they will not approve the traffic circle <br />proposed for the intersection of Little Canada <br />Road/County Road C/Lakeshore Avenue. Therefore, <br />Michael Schroeder will be revising the streetscape <br />drawings for this intersection. Schroeder pointed out <br />that the traffic circle was proposed in order to make a <br />unique statement for the intersection as the gateway to <br />the redevelopment area. However, Schroeder feels that <br />there are other unique elements which could be added to <br />this intersection. Once the revisions are completed, <br />they will be presented to the Council for review. <br />1997 The City Administrator reported that the City is in <br />INSURANCE receipt of a proposal from Youngdahl Companies to <br />AGENT serve as the City's 1997 insurance agent of record. <br />Youngdahl is proposing a fixed fee basis of $4,000, <br />rather than the City's current arrangement of l00 <br />commission which amounts to just over $5,000. The fee <br />would be locked in for three years, and Youngdahl has <br />also proposed to evaluate the Fire Department's <br />coverage and, if warranted, place it with LMCIT at no <br />additional cost. <br />The Administrator reported that about a year ago he <br />approached the City's current agent, American Agency, <br />regarding a fixed fee arrangement. American Agency <br />indicated that they could not do this. However, when <br />told by the Administrator that he would be recommending <br />the change to Youngdahl Companies, American Agency <br />submitted a quote for a fixed fee of $3,900 with other <br />terms the same. The Administrator indicated that while <br />this creates a bit of an ethical issue, and he does not <br />want to play people off one another, the American <br />Agency quote is less and the proposal should be <br />considered. <br />David Seppelt, American Agency, reported that last year <br />his company could not switch to a fixed fee basis since <br />they were spending a lot of time and effort in <br />marketing the City's insurance ooverage. This year, <br />however, the work has been done and a fixed fee would <br />work. Seppelt also indicated that they would do an <br />17 <br />
