MINUTES <br />CITY COUNCIL <br />~CTOBER 9, 1996 <br />Fahey stated that Twin Lake is a public lake. <br />Remerowski commented that while the water may be <br />public, private land needs to be crossed to get to the <br />lake. Remerowski reported that this was the situation <br />when the property on the south side of the lake was <br />developed. It does not seem fair that the lake can now <br />be opened up to an additional 75 homes. Remerowski <br />felt it was the developer's intent to do that. <br />Morelan felt that there must be something different in <br />the proposal from what was submitted two years ago for <br />Little Canada to take a new look at it. <br />The Parks & Recreation Director felt the only reason <br />Little Canada may want to consider a cooperative effort <br />is that Vadnais Heights will put access onto the lake <br />regardless. If Little Canada cooperates, it may have <br />input into the kind of access to the lake which would <br />be allowed. <br />Scalze stated that she was fine with the fact that the <br />park and access would be within the City of Vadnais <br />Heights. The reason Vadnais Heights is asking for <br />cooperation is so they can move the park and lake <br />access into Little Canada. Scalze felt that Vadnais <br />Heights would do a fine job in developing a park on the <br />property within their city. <br />The Director indicated that his concern is what the use <br />of the lake might entail. The Director felt that if <br />there was concern about this, the only way to address <br />it was through a cooperative effort. <br />Fahey suggested that with a joint powers agreement, <br />there might be one additional dock on the lake with the <br />length of the dock limited so as to limit the number of <br />boats. By not cooperating, there may be more than one <br />additional dock on the lake. <br />Scalze pointed out that there does not appear to be a <br />boat dock shown on the diagram Vadnais Aeights <br />submitted. The diagram shows the trail, but there is <br />not parking lot shown for cars or trailers. <br />Fahey replied that Vadnais Heights indicated that they <br />were interested in boat access. <br />The City Administrator reported that the whole issue <br />resurfaced in discussing joint water main and sewer <br />connections between the two cities.
