MINUTES <br />CITY COUNCIL <br />~CTOBER 9, 1996 <br />reported that the reality is that a park will happen. <br />The issue is whether the park is in Vadnais Aeights or <br />in Little Canada. <br />The Director felt this was the only opportunity Little <br />Canada had to have input into the lake access issue. <br />Pedersen suggested that Little Canada could restrict <br />the activities which are allowed to occur on the lake. <br />The Administrator reported that Vadnais Heights would <br />have to agree to the restrictions since a portion of <br />Twin Lake lies in their city. <br />Remerowski felt providing a public access on Twin Lake <br />would ruin the lake. Remerowski pointed out that the <br />existing property owners on the lake are paying high <br />property taxes, and they will end up with nothing. <br />Remerowski suggested the City inform Vadnais Heights <br />that Little Canada strongly opposes a public access on <br />Twin Lake. Remerowski felt Vadnais Heights should take <br />another hard look at the situation rather than ruin a <br />lake which is basically located in Little Canada. <br />Remerowski indicated that the DNR has already said the <br />lake is not large enough for a public access. <br />Fahey felt the access would be limited and that it was <br />better for Little Canada to have input into the <br />situation. <br />Morelan reported that Little Canada already looked at <br />the situation and felt there was no enforceable way to <br />restrict access and no benefit of working with Vadnais <br />Heights on the public access issue. <br />Fahey pointed out that there is the separate issue of <br />the regional trail system. Fahey reported that Vadnais <br />Heights is requesting Ramsey County continue the 8-foot <br />trail along Vadnais Blvd., if Little Canada will agree. <br />Fahey felt Little Canada should support the trail <br />extension. Fahey suggested this issue be referred to <br />the Parks & Recreation Commission for discussion. <br />Scalze pointed out that Pratt Homes put the Vadnais <br />Heights portion of the trail in, and suggested when the <br />Little Canada property develops, Pratt be required to <br />continue the trail. <br />The Parks & Recreation Director agreed, and pointed out <br />the trail will eventually connect with the County's <br />regional trail system. <br />26 <br />
