MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 1996 <br />RECESS <br />north of Nadeau Road and three to the south. The <br />Administrator suggested the City proceed with <br />appraisals of these sites. However, given the amount <br />of funds the City has on hand for purchase of these <br />sites, it may be necessary to prioritize the sites for <br />acquisition. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-10-269 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO ORDER APPRAISALS OF THE SIX PARCELS IN <br />THE AREA OF COUNTRY DRIVE AND NADEAU ROAD BASED ON THE <br />INDICATION FROM THESE PROPERTY OWNERS OF THEIR <br />WILLINGNESS TO SELL THEIR PROPERTY <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) LaValle, Fahey, Pedersen, Scalze. <br />Nays (0) Resolution declared adopted. <br />At this point in the meeting, 8:35 P.M., the Council <br />took a short recess. The meeting was reconvened at <br />8:45 P.M. <br />TEXT Fahey noted that Code requires a 4/5ths vote of the <br />AMENDMENT Council in order to pass a text amendment. Given <br />& CUP FOR there are only four Council Members present this <br />DI-MED evening, and Council Member Scalze opposed the text <br />CORPORATION amendment, the resolution amending the text and <br />granting a Conditional Use Permit to Di-Med Corporation <br />did not pass. It was the consensus of the Council to <br />place this matter on the next Council agenda for action <br />when there is a full Council present. <br />NON- Fahey indicated his feelings that City staff should <br />CONFORMING survey the surrounding cities to determine whether or <br />SHEDS not they require building permits for smaller sheds, 10 <br />feet by 12 feet for example. Staff should also <br />determine whether these sheds are required to meet <br />setback requirements given they usually have no <br />permanent foundation. Fahey suggested it may be an <br />unreasonable regulation to require these sheds meet <br />setbacks since they are small, portable structures. <br />AMENDMENT Council reviewed the amendment to the City's solid <br />TO SOLID waste contract which staff has recommended for <br />WASTE approval. <br />CONTRACT <br />11 <br />
