MINUTES <br />CITY COUNCIL <br />NOVEMBER 13~ 1996 <br />best located in a Business-Warehouse District or a <br />Business District where there is more retail traffic. <br />Morelan stated that in reading through the Zoning Codes <br />for B-W and the Business Districts, it was unclear to <br />him what the City was trying to accomplish with those <br />zoning districts. Morelan felt there would be no <br />buildings in the B-3 District which could accommodate <br />the Grand 51am operation. The Levitz building is <br />possibly the only building that could accommodate Grand <br />Slam in the BW District. Morelan felt that from a <br />practical standpoint, one had to look at the buildings <br />available in the community. It would appear the type <br />of building needed is in the Industrial Park District. <br />The use proposed by Grand Slam may not match the I-P <br />uses well. However, if the City wants a business like <br />Grand Slam, it appears the I-P District is the only <br />logical place it can locate. <br />Fahey felt the text amendment was not an expansion of <br />BW and I-P District uses, but rather a clarification of <br />those uses. The CUP gives the City added control. <br />Morelan felt that to not approve the text amendment <br />would give the signal that the City does not want this <br />type of business. <br />Morelan pointed out that the issue of "private clubs" <br />which are a permitted use in the B-W District under <br />Section 913.020.M. has not been addressed. Morelan <br />asked the definition of "private club", and suggested <br />that perhaps a"private club" should be made a <br />Conditional Use as well. <br />Fahey felt that "private club" was the same as a sports <br />and health club. <br />Morelan felt "private club" should be made a <br />Conditional Use in order to afford the City control. <br />Fahey suggested that Section 902.010 A.180, should be <br />reworded adding the phrase "handball, racquetball, <br />tennis and other" after the word "pools,", and Section <br />913.020. M. should be deleted from the ordinance, <br />eliminating any confusion that there was an intended <br />difference between "private clubs" and "sports and <br />health club". <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />3 <br />
