MINUTES <br />CITY COUNCIL <br />NOVEMBER 13~ 1996 <br />BUILDING AT 2956 YORKTON BLVD. <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) Morelan, Pedersen, LaValle, Fahey. <br />Nays (O). Resolution declared adopted. <br />PHALEN Sherri Buss, representing the Phalen Chain of Lakes <br />CHAIN OF Watershed Project Natural Resources Board, appeared <br />LAKES before the Council to update them on the various <br />WATERSHED projects they have undertaken during 1996. Buss <br />PROJECT pointed out that in the past the City has provided <br /> funding to the Natural Resources Board. Based on <br /> comments received from the six cities in the project <br /> area, the Ramsey-Washington Metro Watershed District <br /> Board has agreed to assume the administrative costs of <br /> the Watershed Project beginning in 1997. In view of <br /> this action, the Board is not asking for a contribution <br /> this year. However, the City of Maplewood is planning <br /> to continue its $10,000 contribution for 1997 to ensure <br /> that Board staff and interns are available to work on <br /> projects within Maplewood. Buss reported that her main <br /> purpose in being here this evening is to ask what <br /> Little Canada would like the Board to work on in 1997. <br />Symka Plisner, East County Road B-2, expressed concern <br />with storm water run-off which is coming into his front <br />yard. Plisner felt the storm water system was not <br />graded properly, and that storm water does not flow <br />freely into the lake. Plisner indicated that Cliff <br />Aichinger at the Watershed informed him that the County <br />did not property desiqn the grades. Plisner stated <br />that rather than storm water flowing to the east, it <br />puddles in front of his property. Plisner stated that <br />the County did some cleaning of the ditch in front of <br />his home, however, the problem still exists. <br />Fahey pointed out that there has been an on-going <br />problem at this property as well as the one immediately <br />west for many years. The fact of the matter is that <br />the two houses were built too low. <br />Plisner felt the ditch should be dug deeper and <br />regraded. Plisner also felt the crown on the street is <br />wrong, and that the street should drain to the south <br />side. Plisner stated that he would like someone to <br />take responsibility for these problems. Plisner <br />pointed out that the County may be turning over County <br />Road B-2 to the City. Then the problems will belong to <br />the City. Plisner indicated that there are three <br />culverts under the road, all of which direct run-off <br />6 <br />
