MINUTES <br />CITY COUNCIL <br />NOVEMBER 19~ 1996 <br />$40,000 would be adequate to cover the cost of 34 <br />additional parking spaces. <br />Morelan agreed that parking cannot be designed to <br />handle 2 or 3 events each year. Morelan believed, <br />however, that the additional 34 spaces would be an <br />attempt to address the on-going parking problem at the <br />park. <br />Scalze stated that the trouble is that park users are <br />not utilizing the parking on the DeSoto Street side of <br />the park even though it is an equal distance away from <br />the shelter as the parking lot on the Centerville Road <br />side. Scalze felt that the problem was to direct the <br />park user to the parking on the DeSoto Street side of <br />the park. <br />Morelan felt the overflow parking on the DeSoto Street <br />side of the park was a mistake and not the type of <br />image that Little Canada wants. Morelan pointed out <br />that the project calls for 34 additional parking spaces <br />in addition to a second entrance to the parking lot. <br />This second entrance will be a big improvement in the <br />circulation in that parking lot. <br />Scalze stated that she would feel differently about the <br />project if there were complaints from the DeSoto Street <br />residents about on-street parking. xowever, to park in <br />the Centerville Road parking lot versus the DeSoto <br />Street parking lot is a choice. Until drivers make a <br />conscience effort to go where parking is available, <br />Scalze stated that she could not see spending tax <br />dollars to accommodate people who do not want to drive <br />to the DeSoto Street side of the park. <br />Morelan indicated that people are driving over to the <br />DeSoto parking lot. The problem is that first they go <br />to the Centerville lot, drive through it, and find no <br />parking. <br />Scalze stated that the point is people are driving to <br />the Centerville lot first. <br />Morelan felt the parking situation is not working. <br />Pedersen suggested part of the problem is that visitors <br />to the park are different people, therefore, there is <br />no opportunity to train these people to drive to the <br />DeSoto 5treet side of the park. Pedersen suggested the <br />parking was a design problem. <br />15 <br />
