MINUTES <br />CITY COUNCIL <br />vOVEMBER 27~ 1996 <br />Scalze suggested that the surrounding cities be <br />surveyed to determine if they have been able to <br />successfully promote the Neighborhood Watch Program or <br />other crime prevention programs. <br />The City Administrator indicated that this matter will <br />be brought back to the Council as a future discussion <br />item. <br />ZONING Morelan indicated that in reviewing the Zoning <br />ORDINANCE Ordinance and specifically the permitted, accessory, <br />and conditional uses of each of the Zoning Districts, <br />these uses did not seem to reflect the stated purpose <br />of each of the Districts. <br />The City Planner stated that he agreed to a certain <br />extent. Since the ordinance was developed, the <br />community has evolved. The Planner suggested that it <br />may be time to look at the Ordinance to ensure that the <br />Zoning Distriots fits the City's land use goals. <br />Morelan asked how Met Council review of the <br />Comprehensive Plan update is proceeding. <br />The City Planner replied that he has not submitted the <br />Comp Plan update to the Met Council at this time, since <br />he is waiting for some additional information from the <br />City Engineer. <br />Morelan indicated that in reviewing the City's zoning, <br />there are a lot of areas zoned Planned Unit <br />Development. Morelan pointed out that these areas are <br />fully developed, and asked if it was time that they be <br />rezoned. <br />The City Planner indicated the Planned Unit Development <br />District was used when a project could not be <br />classified under a specific district. <br />Morelan indicated that there appears to be a lot of <br />inconsistencies between use and zoning. <br />Fahey stated that he did not disagree, but stated that <br />he did not want to spend a lot of money to rezone <br />properties to reflect existing uses. Fahey felt that <br />as changes occur, the City should make efforts to <br />ensure use and zoning conform. <br />Morelan stated that he preferred a more pro-active <br />approach rather than addressing inconsistencies on a <br />12 <br />
