MINUTES <br />CITY COUNCIL <br />NOVEMBER 27~ 1996 <br />Street/Little Canada Road project would not be out for <br />six months. <br />Morelan ranked this area at "E" noting that finding a <br />permanent home for the Historical Society has been a <br />difficult task, and the City Administrator has <br />approached this with innovation and openness. <br />Replacing the Spooner Park shelter economically will be <br />another challenge. Morelan commended the Administrator <br />for working diligently to implement the priorities <br />established at the Council/Staff goal setting session. <br />He also commended his recommendation to move the <br />secretary position to full-time status and make <br />efficient use of staff talent in the area of code <br />enforcement and parks and recreation. <br />Pedersen rated this area of responsibility at "M+" <br />commenting that he was not sure monitoring of <br />procedures were in place and functioning well, and was <br />not sure there were measurable outcomes used to <br />determine success in program planning. Pedersen felt <br />outcomes should be evaluated to make sure the City is <br />achieving its goals. <br />Scalze gave the Administrator an "E" rating commenting <br />on the excellent notes, follow-through, and memo <br />writing skills of the Administrator. Scalze commented <br />that she has not been pleased with the performance of <br />the City Planner, and suggested it would be difficult <br />for the City Administrator to make sure a consultant <br />planner is doing his job. Scalze felt this issue <br />should be addressed in a different session. <br />Fahey pointed out that as CEO, the Administrator is <br />accountable for his staff inembers. Fahey was also <br />concerned with the amount of time it has been taking <br />the Fiscal Advisor to produce financing information <br />regarding the Rice Street/Little Canada Road area. <br />LaValle rated this area as "E". LaValle agreed it may <br />be difficult for the City Administrator to motivate the <br />City Planner given the close working relationship he <br />must maintain with consultants. LaValle suggested that <br />perhaps a meeting with the Mayor, City Administrator, <br />and Planner would be the way to address the problem. <br />LaValle indicated his feeling that City staff does a <br />great job. <br />The fourth area of responsibility evaluated was <br />Relationship with Mayor and Council.
