MINUTES <br />CITY COUNCIL <br />NOVEMBER 27~ 1996 <br />excellent oral and written communication skills as well <br />as a good system for follow-up on actions discussed at <br />the Council meeting. <br />Morelan gave an "E+~~ rating, commenting that the <br />relationship between the Administrator and Council is <br />very open and one of mutual respect. Agenda packets <br />have been timely and complete. Responses to request <br />for additional information are always prompt and <br />complete, and he has instilled this trait in his <br />subordinates. One suggestion for improvement was more <br />frequent "information updates". <br />Pedersen, Scalze, and LaValle gave "E" ratings. <br />Council ranked Long Range Planning. Fahey gave the <br />Administrator an "E" rating and indicated that <br />planning, creative problem solving and strategic <br />thinking are excellent. The Administrator often has <br />new and innovative suggestions for improvement. <br />Morelan gave an "E+~~ rating noting that the Council has <br />placed many demands on the Administrator and he has <br />done well. Areas for commendation include the Rice <br />Street/Little Canada Road redevelopment project, the <br />Market Place Shopping Center renovation, completion of <br />the Redevelopment Guide, Architectural Guidelines and <br />initiation of Streetscape Design. Other long range <br />planning tools include update of the Comprehensive <br />Plan, architectural guidelines for the commercial <br />areas, and customer service surveys. <br />Pedersen ranked the Administrator at "M+" indicating <br />that he would like more information on new and pending <br />legislation and what is happening in other cities which <br />may impact Little Canada. <br />Scalze gave an "M+~~ ranking and stated that she felt <br />the Council could use some help with long range <br />planning for crises. Scalze commended the <br />Administrator on his communication of legislative <br />actions. <br />LaValle ranked the Administrator at "E". <br />Council reviewed the responsibility of Relationship <br />with Public/Public Relations. Fahey gave the <br />Administrator an "E" ranking pointing out the <br />Administrator~s excellent people skills, including his <br />ability to deal with difficult people and issues. <br />Fahey stated that the Administrator is very effective <br />4 <br />
