MINUTES <br />CITY COUNCIL <br />NOVEMBER 27~ 1996 <br />at neighborhood meetings and hearings. There are few <br />complaints to the Council. <br />LaValle gave the Administrator an "E" ranking <br />commenting on the Administrator's excellent people <br />skills. The public is treated in a courteous manner. <br />LaValle stated that he does not get complaints in this <br />area. <br />Scalze gave an "E" rating. She pointed out that the <br />public likes the City Administrator and is proud of <br />their City. Scalze felt this had a lot to do with the <br />professionalism of the staff. <br />Pedersen offered an "E" rating. <br />Morelan gave an "E" rating and indicated that the <br />Administrator excels in this area. Complaints from the <br />public are almost non-existent. Morelan suggested that <br />more proactive contact with the media may be desirable. <br />Perhaps a monthly-semi-monthly article in the newspaper <br />highlighting significant City news. Morelan commended <br />the Administrator for the excellent job supervising the <br />Minnesota Releaf program. <br />Intergovernmental Relations was reviewed, and Fahey <br />ranked the Administrator at "M+~~. Fahey pointed out <br />that time constraints affected the Administrator's <br />ability to do a lot in this area. <br />LaValle provided an "E" ranking, and agreed there were <br />constraints on the Administrator's time. The <br />Administrator has always put forth the effort where it <br />is needed most. <br />Scalze gave an "E-" ranking, and agreed that the <br />Administrator does what he can as time permits. Scalze <br />commended the Administrator for his involvement with <br />the Sheriff's Department, and obtaining their <br />participation in the Multi-Housing Coalition. <br />Pedersen ranked the Administrator at "M" and agreed <br />that time is a factor. <br />Morelan provided an "E" ranking, stating that the <br />Administrator continues to excel in this area, is <br />highly regarded by his peers, subordinates and the <br />Council. He is constantly surveying other cities in an <br />effort to establish better policies and procedures. <br />Morelan commended the Administrator for his ability to <br />interact with other governmental agencies, for example, <br />5 <br />
