MINUTES <br />CITY COUNCIL <br />NOVEMBER 27~ 1996 <br />in planning for the Little Canada Road reconstruction <br />project, Arcade Street improvement, and many others <br />that require State, County, or other municipality <br />participation. <br />With regard to Professional/Personal Development, Fahey <br />ranked the Administrator "M+~~ and noted that time may <br />be a constraint. Fahey stated that the Administrator <br />is very professional, but he would like to see more <br />decisiveness with recommendations. <br />LaValle ranked this area at "E" commenting that the <br />Administrator has done an outstanding job for the City. <br />The Administrator has brought professionalism to the <br />City. <br />Scalze ranked the Administrator at "E", commenting on <br />the increased areas of responsibility for the <br />Administrative Assistant. Scalze felt verbal <br />communications were very professional, and not too <br />overly friendly. Scalze commended the Administrator <br />for his work on the Market Place renovation, his <br />presentation of good ideas and possibilities. <br />Pedersen ranked this area at "E". <br />Morelan ranked this area at "E+~~ stating that the <br />Administrator is highly personally motivated, always <br />has a professional, yet personal attitude with the <br />public, is constantly challenging current methods and <br />procedures. Morelan stated that the Administrator <br />commands respect from his subordinates and is regarded <br />by them as a leader. <br />Fahey indicated that he has been a little frustrated <br />with some of the staff support over the past year. <br />The Administrator thanked the Council for their <br />positive and constructive comments. He acknowledged <br />that the City has a good staff. The Administrator <br />agreed with the concerns expressed regarding the City <br />Planner, and reported that he had asked the Planner to <br />re-assign Scott Richards as the City~s Planner. <br />However, the current Planner was resistant to that <br />change. The Administrator agreed that perhaps a joint <br />meeting of the Mayor, the City Planner, and himself <br />would be a means of addressing the situation. With <br />regard to comments regarding the Fiscal Advisor, the <br />Administrator reported that there have been delays in <br />information from this consultant because of delays in <br />getting information to him.
