MINUTE3 <br />CITY COUNCIL <br />~ECEMBER 3~ 1996 <br />pond behind Kohlman Lane. Drake indicated that ponds <br />will collect a lot of sediments during the first 10 <br />minutes of the flow, and after than just collect water. <br />A property owner in the area asked why water would be <br />collected from Westwind and not Windrow. He reported <br />that run-off comes from both streets and flows along <br />the drainage ditch on Arcade and into the back yard <br />area between the houses on Westwind and Windrow. Water <br />sits in this area for quite a while given that the area <br />was not properly excavated as it developed. The <br />property owner stated that this backyard drainage <br />easement area needs to be corrected. <br />The City Engineer reported that the ditch improvement <br />will extend further north past County Road D. <br />Therefore, improvements will be made to address the <br />concerns raised by this resident. <br />Bill Posten pointed out that several years ago a storm <br />sewer was proposed for the area and the ditch was to be <br />eliminated. <br />The City Engineer reported that the cost of that <br />project was estimated at between $2 and $2 1/2 million. <br />The Watershed decided that it was not worth $2 million <br />to take care of nuisance water. <br />Posten reported that the ditch dries up during the <br />summer months, but felt the ditch was a hazard. <br />The Engineer reported that the Watershed will work with <br />the property owners along the ditch to try and address <br />everyone's concerns. <br />Morelan asked how much area the ditch drains. <br />The City Engineer replied that it is estimated that 94% <br />of the run-off is from Little Canada and 6% from <br />Vadnais Heights. Therefore, the Watershed does not <br />consider this to be a regional ditch which results in a <br />lower priority for the project. The Engineer reported <br />that even if it was decided to pipe the ditch, some <br />ditch would be necessary to handle large events. <br />Linder reported that his concern was with the condition <br />of the water flowing into the lake. Linder reported <br />that he flies over the area and has seen a peninsula <br />extending about 300 feet into the lake which he <br />believes to be sediment coming from run-off down Arcade <br />Street and into the lake.
