MINUTES <br />CITY COUNCIL <br />7ECEMBER 3~ 1996 <br />street reconstruction project will add more asphalt and <br />more water into the lake. Linder noted that the water <br />coming from the street is dirty, oily water and not <br />good for the lake. <br />The City Engineer reported that the watershed and the <br />City will look at the options and try to minimize <br />pollutants going into the lake. This is one of the <br />reasons that a water quality pond is being proposed. <br />Fahey assumed that the Watershed has the same concerns <br />which Linder expressed. Fahey stated that he would <br />like the final storm sewer design presented to the <br />Council for review before that portion of the project <br />goes forward. <br />Linder reported that there is a sanitary sewer line <br />under Arcade Street and periodically there is a strong <br />raw sewage smell from this line. <br />The Engineer reported that there is a Metro sewer line <br />under Arcade Street. The Engineer believed that sewer <br />gases were being vented, and this is the reason for the <br />odor. The Engineer stated that he would contact Metro <br />sewer to express concern about this matter. <br />Drake asked if the City requested the turn-back of <br />Arcade Street. <br />The City Administrator reported that the turn-back was <br />part of the County's functional consolidation process. <br />The County had planned to bring Arcade Street up to a <br />certain standard prior to turning it back. However, <br />the City requested the dollars that would have been <br />spent in lieu of the upgrade since the upgrade the <br />County was planninq would not have met City standards. <br />The City then planned to reconstruct the street as well <br />as coordinate that reconstruction project with the <br />Watershed project. <br />Drake pointed out that the upgrade of Arcade Street <br />results in a large assessment to his property. Drake <br />reported that he utilizes Arcade Street very little. <br />There is not much traffic on the street, therefore, <br />Drake felt an overlay would be adequate. Drake was <br />concerned that he was getting assessed for a road <br />improvement that had the County undertaken would not <br />have resulted in any assessment to his property. Drake <br />also pointed out that the slope on Arcade Street <br />between LaBore Road and Keller Parkway was an advantage <br />to the road. Drake pointed out that the road does not <br />7 <br />
