It was noted that Chapter <br />903.040.C.11, Essential Services, allows television and <br />radio antennas to be up to 20 feet above the roof line. <br />Pedersen pointed out that it may be necessary to raise <br />the antenna above the structure. Fahey suggested that <br />the commercial antennas be allowed to be up to 20 feet <br />above the roof of,a structure. <br />Scalze asked about the placement of a satellite dish in <br />the R-1 District. <br />The City Administrator reported that the FCC prohibits <br />the local regulation of satellite dishes one meter or <br />less in size. Larger dishes would be regulated by <br />Conditional Use Permit; therefore, the Council would <br />have some control over location. <br />Morelan asked if the City would want to allow a parcel <br />of land to be developed with a tower as the principle <br />use. <br />Scalze replied that she was not in favor of that given <br />that towers generate very little tax dollars, and it <br />would not be in the best interests of the City to have <br />property generating very little or no tax dollars. <br />Morelan pointed out that he was thinking of a small <br />piece of property that would be considered <br />undevelopable. <br />Scalze felt that would need to be reviewed on a case- <br />by-case basis. <br />Fahey suggested that the ordinance limits towers to <br />accessory uses only. <br />Morelan pointed out that the ordinance does not address <br />private antennas. <br />The City Administrator pointed out that private <br />antennas are addressed in the definition section of <br />this ordinance, as well as addressed under Chapter <br />903.040.C.11 of the existing ordinance. <br />With regard to the tower setbacks, Morelan asked if <br />paragraphs a) or b) took preference. <br />The Administrator reported that paragraph a) <br />establishes the maximum, while paragraph b) the <br />minimum. <br />11 <br />
