Anderson felt <br />the problem was that the organization would not buy a <br />safe to keep their money in. Anderson stated that he <br />cannot control someone else's funds if they do not have <br />a safe. Anderson reported that the organization <br />informed him that he would have to reimburse their <br />losses. Anderson felt he was the victim and asked why <br />he was considered the problem. <br />Scalze pointed out that Anderson was aware of the <br />ordinance when he first leased space for a pull-tab <br />operation. <br />Anderson felt the ordinance allowed charities to name <br />their price and conditions. <br />Pedersen stated that if the ordinance doesn't work for <br />Anderson, it doesn't work. It is not the City's <br />obligation to make sure pull-tabs are sold at the <br />Saxon. <br />Anderson felt it was the City's obligation to make <br />business in Little Canada viable. <br />Morelan felt the City has accomplished that by allowing <br />charitable gambling in the City. <br />Anderson felt one of the problems is that the City has <br />not authorized enough charities to operate in the City. <br />Anderson again expressed concern that he was to be <br />responsible for an organization's losses. By not <br />amending the gambling ordinance, Anderson felt pull- <br />tabs were shut down at the Saxon. <br />Scalze pointed out that it is not the Council's fault <br />there was money lost at the Saxon. Anderson asked if <br />it was his fault. <br />Fahey pointed out that Anderson may be difficult for <br />the organizations to deal with. Fahey again suggested <br />that Anderson contact the organizations and work out <br />their differences. Fahey suggested that if Anderson <br />put together an appropriate package, the organizations <br />would not be reluctant to do business at the Saxon. <br />Fahey stated that it was a privilege to have a pull-tab <br />operation, not a right. The City's ordinance is legal <br />and consistent with those of surrounding cities. Fahey <br />pointed out that a Little Canada organization could not <br />get a gambling license to operate in the City of <br />5 <br />
