MINUTE3 <br />CITY COUNCIL <br />FEBRUARY 19~ 1997 <br />Winkles indicated that all three firms have <br />redevelopment experience and expertise which can be <br />combined and in some cases overlaps. Winkles indicated <br />that the project would be difficult and time-consuming. <br />However, was possible with a lot of thought, ideas, and <br />their collective experience. <br />Dunbar indicated that each firm could have presented a <br />proposal individually, but felt a joint effort, given <br />the complexity of the project, seemed to make sense. <br />Pelstring indicated that they were not adverse to <br />bringing in another player, if necessary. <br />Scalze pointed out the Development Guide and <br />Architectural Guidelines which the City has developed <br />for the area, and asked the developers' impressions. <br />Pelstring reported that they would like to do the <br />project. He further reported that they see five <br />development challenges. Those are market size/area; <br />market scope, affordable rents, entry point, <br />communication. Pelstring pointed out that the first <br />couple of sites are relatively limited. A long-term <br />plan is needed for the project with consideration given <br />to these five challenges. <br />Pelstring explained the process which they envision. <br />This process would include establishing a development <br />program within the first 120 days with construction to <br />commence on the first phase yet this year. This <br />process would include the use of a local task force, <br />analysis and surveys, preliminary recommendations, <br />financial analysis, recommendations, public review, <br />approvals by the City Council. Pelstring felt that by <br />the middle of May they should have firm recommendations <br />on the first phase of the project. <br />Dunbar stated that they would want to ensure that both <br />short-term and long-term objectives are met in a manner <br />which is affordable by the user. They would like to <br />provide quality housing at rents which are affordable. <br />Winkles indicated that the design and construction of a <br />project are easy. The difficult part is dealing with <br />tenants, existing businesses, acquisitions, <br />demolitions, relocation. <br />Fahey pointed out that the City has spent a lot of time <br />and money developing the Development Guide and <br />Architectural Guidelines, and suggested that what is <br />being recommended is more of this same process. <br />2 <br />
