Tenants would be identified, <br />square footages determined, rents determined, <br />assessment levels determined, etc. Dunbar pointed out <br />that the City is much further advanced than they are, <br />and it would be necessary for them to get to the same <br />level. They would want to ensure that the product that <br />will be built is economically feasible. Winkles stated <br />that the design standards and criteria are fine, but <br />the ultimate design will be dictated by the users. <br />Winkles pointed out that redevelopment projects are <br />difficult. Business people will not care as much about <br />architectural standards as they will about how much <br />rent they will pay each month. <br />Scalze asked about the housing component. <br />Dunbar pointed out that he recently did a development <br />which consisted of housing over retail. This type of <br />housing may appeal to an active senior citizen. This <br />housing will add to the customer base and help the <br />retail draw. <br />Pelstring pointed out that affordability is the key <br />given that tenants in this area generally pay below the <br />median rent. <br />Dunbar pointed out that the probability of success for <br />the project must be long-term. <br />Pedersen asked if the group would focus on the corner <br />of Rice Street and Little Canada Road. <br />Pelstring replied that the odds are that tenants for <br />the first phase will come from the area. Winkles <br />indicated that they were interested in doing more than <br />just the first phase, and would like to have a <br />systematic plan and process for redevelopment of the <br />area. <br />Pelstring pointed out that the City has already <br />identified some of the pieces of the puzzle. They <br />would continue that process by determining what goes <br />first and getting into the specifics of what will <br />happen long-term. <br />Morelan pointed out that the City had hoped to attract <br />some destination-based retail. <br />Pelstring commented that the problem is that the <br />3 <br />
