MINUTES <br />CITY COUNCIL <br />FEBRUARY 19~ 1997 <br />initial sites are small. Destination retail would <br />require a fairly large site. Winkles indicated that <br />Little Canada is not a boutique area, but rather a <br />bread and butter area. Dunbar reported that there is a <br />softening in the retail market for the Metro area. <br />However, the Rice 5treet/Little Canada Road area has <br />the traffic counts, location, and good disposable <br />income within a one to three mile radius of the area. <br />Dunbar felt the first phase would be relative small and <br />would need to be successful. This would be used as a <br />first step to bring in some national chain <br />representatives. <br />The Council thanked Pelstring, Winkles, and Dunbar for <br />their presentation. <br />INTERVIEW Chris Moarn, John Laurent, and Jennifer Bruchette of <br />#2 - Laurent/Parks Development, appeared before the Council <br />LAURENT/ and explained their experience and expertise in <br />PARK3 redevelopment projects. Laurent presented a slide <br />DEVELOPMENT presentation showing examples of redevelopment work <br /> they have done or are in the process of doing in other <br /> cities. Laurent reported that what they offer is a <br /> real sense of quality. This is the edge their firm has <br /> in the market place. Laurent/Parks can build a quality <br /> project at the same cost. Laurent reported that <br /> establishment of an architectural theme is necessary. <br /> Laurent stated that their firm can construct the <br /> buildings and do the development, has the ability to <br /> interpret the City's style and do the project with good <br /> taste. <br />Scalze reported that the City has spent a lot of time <br />putting together the Development Guide and <br />Architectural Guidelines which dictate a French- <br />Canadian theme. Scalze asked what Laurent/Parks can do <br />for the City using the tools the City has developed. <br />Laurent replied that felt his firm could do a good job <br />for the City, and felt that presenting some concept <br />drawings of what they could do would be the next step <br />in the process. <br />Pedersen asked how the redevelopment project would <br />interact with the Market Place Shopping Center. <br />Laurent explained his and Moarn's experience. Using <br />this experience as well as demographic information, a <br />tenant mix could be developed. Laurent stated that if <br />they did not think the project was feasible, they would <br />4 <br />
