MINUTES <br />CITY COUNCIL <br />MARCH 12, 1997 <br />ensure the representations made by Dominium that Tbe Provinces would <br />be 40% aFfordable housing are met. <br />Sca(ze feh the previous Councils which zoned land in the City for <br />apartment complexes did not envision what would happen in the future <br />with tax credits being tied to affordable housing. Scalze also indicated she <br />was uncomfortable with the way Dominium has been corresponding with <br />the tenants at The Provinces, and felt the City should be corresponding <br />directly with these residents. <br />Fahey felt, if necessary, the City should rescind any prior approvals based <br />on misrepresentations made by Dominium. Fahey opposed ~ranting <br />Dominium approval for tax credits so they can make more money. Fahey <br />felt converting market rate housing to affordable housing sliould not be a <br />criteria for approval of City-sponsored fii~ancing. Morelan agreed. <br />The Administrator indicated that he made it clear to Dominium the <br />CounciPs expectation was that 40% of the residents of The Provinces <br />would be at 60% of inedian income levels. Dominium indicated a higher <br />percenta~e was warranted and wanted to discuss the issue with the <br />Counci(. <br />It was the consensus of the Council to discuss the issue as part of the <br />agenda of the regular Council meeting on March 26`~' rather than at a <br />workshop meeting. <br />Scalze stated that she did not want to see residents of Little Canada <br />displaced because their incomes were above median income levels. <br />Scalze pointed out there is concern among the tenants at The Provinces <br />that this is what will happen. <br />Fahey stated that he did not want to see apartments 1t 100% affordable <br />housing, 1nd felt that would not result in a good tenant mix for the City. <br />Scalze suggested that the City send a letter to the residents at The <br />Provinces inForming them of what is happening. Fahey suggested the <br />letter wait until after the Council meetin~ so the residents can be informed <br />about the action the Council takes. Fahey instructed the Administrator to <br />obtain a list of tenants' names and addressed fi~om Dominium. <br />SEWER & The City Administrator reviewed his recommendation that tliere be no <br />WATER increase in sewer rates for 1997, and that water rates be increased by <br />RATES 11 cents per tl~ousand gallons. This would result in a 6.3% increase in <br />water rates. The Administrata'reported that the increase is necessary to <br />
