It is <br />also a fact that children tend to p(ay in the sYreet, and the on-street parking <br />will make visibility more difficult. The other alternative is to reduce the <br />number of units in the mobilehome park. That will be 1 major problem for <br />the residents who will have to move. Konek anticipated that 40 to 50 units <br />will need to be eliminated to meet the 10-foot setback requirement. <br />Fahey stated that he did not know the Council took a position on whether <br />or not the 10-foot requirement was a good idea. The Council felt that the <br />State should decide the issue and acknowledged that there would be <br />problems for many mobilehome parks if the State enforced this provision. <br />Pahey suggested the variance request indirectly asks the State to make a <br />decision on the issue. <br />The City Administrator pointed out thaC City Code graudfathers in the <br />existing situation. However, if an existii~g mobilehome is replaced with a <br />wider mobilehome, the non-conformity becomes greater. The <br />Administrator pointed out that a specific setback amount is needed. <br />Fahey suggested there needs to be more determination of the issue on a <br />State-wide basis. <br />Morelan felt the request of North Star Estates did not appear to be a <br />variance request, but rather a request far an exemption fi~om the Code. <br />Morelan agreed there should be a specific minimum setback, and not just a <br />variance fi~om the 10-foot setback without a specific number bein~ set. <br />I<onek replied that they did not know what the nuinber should be. If a <br />smaller home is moved in the dist2~~ce to the parkin~ area would be <br />greater. If a double-wide is moved in, the distance would be shorter. How <br />close the mobilehome will be to the parkin~ pad depends on the size of the <br />home. The ten foot separation between mobilehomes themselves will be <br />maintained, however. <br />Morelan asked if the park consisted of platted lots. <br />I{onek replied that there are no platted lots, ouly pad siYes <br />Morelai~ pointed out that ~ blanket variance coald result in some parkin~ <br />spaces having 8 foot setbacks and others 1 foot. Morelan felt this was a <br />problem. <br />Izonek pointed out that the Statute was adopted in 1951 on the basis of <br />what he believes were fire safety concerns.
