MINUTES
CITY COUNCIL
APRIL 23, 1997
developer has agreed to incorporate the properCy Yo the nortl~ in his
development.
Fahey pointed out that the City knows there are soil problems in the area
which will make it difficult to get a high-quality industrial development on
the site. The property nas sat undeveloped for years, and Fahey expressed
concern that the only proposals which might come forth may involve pole
buildings. Fahey felt this was a good location for a twinhome
development.
Scalze agreed that the twinhome development fit the area better than
industrial. Scalze pointed out that the City could be looking at an
industrial development that would generate a lot of truck Yraffic. Scalze
suggested Yhe twinl~ome development may generate more tax revenue than
an industrial development would.
Morelan stated that the issue is more than just one of tax capacity, and
pointed out that homeowners consume more City services tl~an industrial
property does. Morelan felt the Council was assuming that the properCy
could not be developed as an industrial site, and pointed out that the
Council does not know the cost of soil corrections. Morelan feh that the
Council needed to be sure that a twinhome development is what it wants
to do.
Fahey pointed out the lack of developers approaching the City re~arding
this site, and felt the concept being proposed this evening was a good one.
Mr. LaValle introduced the following resolution and moved its adoption:
RE.SOI, iITION NO. 97-4-87 - APPROVING TFLE CONCEPT
PLANNED UNIT DEVEI,OPMENT FOR TWINHOMES ON THE
PROPERTY IMMEDIATEI,Y NORTH OF PIONEER PARK Ab~
PROPOSED I3Y FRANK FRATTA7 ONE, .S'CII3JECT TO
COMPI,IANCE WITt7 THE RECOMM~M)ATION,S OF THE
PLANNINC COMMISSION, .SU73JECT TO INCORPORATION OF
THE ,SCHROEDER PROPERTY INTO THE DE vEI.OPMENT, AND
DIRECTING THE CITYPI,ANNER TO WORK WITFI THE
DEVEI OPER ON THE REDESIGN OF STREETS WITHIN THE
PROJECT Ab' WELL AS 13UFFERING FROM THE NORTH
The foregoing resolution was duly seconded by Pedersen.
Ayes (4) LaValle, Pedersen, Fahey, Scalze.
Nays (1) Morelan.
