MINUTES
CITY COUNCIL
APRIL 23, 1997
Fahey pointed out that the cul-de-sacs would have to be built to City
standard. Fahey felt that twinhome development on the parcels lying
between Slumberland and Pioneer Park was a~ood use of the propeRy,
pointing out that there had been no interest expressed in developing the
property under the Industrial-Park zoning. Fahey stated that he wanted to
see buffering from the Slumberland site.
Scalze a~reed that the proposal was a good one, but sug~ested there may
be a better way to lay out the streets. Scalze questioned whether Allen
Avenue should extend through to DeSoto.
The City Planner felt Allen Avenue should go throu~l~ since it gives traffic
more options. Traffic will learn the most efficient way to go, which will
likely be toward Centerville Road.
Scalze felt Allen Avenue should break in the middle.
Pedersen disagreed and felt it would be confusin~ to traffic if Allen
Avenue did not ~o all the way through.
Morelan indicated that he was not in support of the rezoning at this point.
The property is currently zoned Industrial-Park and is one of the last
industrial siYes left in the City to develop. Industrial development brings
jobs into the community. Morelan stated that he was not convinced that a
rezonin~ to R-2 would be the highest and best use of the site. Morelan
asked if the Council was willii~~ to wait for the highest and best use, or if
they just wanted to get something developed on the property.
Pedersen felt the proposal was better than just getting somethin~
developed on the property. Pedersen felt the proposal was a quality
project, not second best.
Fahey pointed out that the property has been zoned 1-P, and there have
been no proposals for the site. Fahey felt the twinhomes proposed would
be very attractive, with a» ideal location adjacent to Pioneer Park.
Morelan agreed the project would be attractive, but felt industrial
development would be the highest and best use.
Pedersen felt that depended on the type of industrial development.
Pedersen indica2ed that if the industrial development was not of the
highest quality, he would prefer to see residential development of the site.
LaValle pointed out tl~at tlie City has a developer interested in developing
the site, and that developer is working with a high-quality builder.
