MINUTES <br />CITY COUNCIL <br />APRIL 23, 1997 <br />ARCHITECTURALMr. Jim Faulkner, Faulkner Construction, presented pians for <br />REVIEW - the construction of an office/warehouse facility at 5 W. Viking <br />FRANKLIN Drive for Franklin DrywaiL The purpose of this review is to <br />DRYWALL ensure that the proposal meetings the City's architectural standards for the <br />B-3 Zonin~ District. It was noted that the Planning Commission has <br />reviewed the proposal and recommends approval subject to compliance <br />with the recommendations of the City Planner as outlined in his report <br />dated April 8, 1997 except that a grey color for the block work was <br />acceptable to the Commission. <br />Faulkner reported that he is in agreement with the conditions outlined in <br />the Planne~'s report except for the use of natural colors for the rock-face <br />block, Faulkner pointed out that the office area at the front of the structure <br />will be brick. The warehouse space will be constructed with rock-face <br />block. They are proposing a grey color for the block, which Faulkner felt <br />was a natural color since the block is textured and looks Iike stone. <br />Faulkner reported that he has used some of the other natural colors, and <br />reported there have had bleaching and sfreaking problems with these <br />colors. <br />It was pointed out that the office portion of the buildii~~ will face the <br />street. Scalze suggested that the building would lool< better if the office <br />and warehouse areas were both t6e same colors. <br />Paulkner indicated tl~at they would like tl~e office area to stand out. <br />Faulkner pointed out that the office area is 30 feet deep. He did not <br />believe the warehouse area would be very visible from Viking Drive or <br />fi~om Highway 36 given the grade changes of the property. <br />The City Planner indicated that it was his office's interpretation that the <br />concrete grey color was not intended to be an approved color. <br />Scalze felt that grey was a natural color because it is the color of rock. <br />The Planner indicated that if grey meets the CounciPs interpretation of a <br />natural color. Yhen it can be added to the list. <br />Scalze asked about the Planner's recommendation for cornice treatment on <br />the building. The Planner replied that he is recommending some <br />architectural treatment along the top ofthe bliilding. <br />Faulkner reported tl~at they are in agreemeut with the Plani~er's <br />recommendations except for the color of the brick. Fahey, Scalze, and <br />LaValle indicated their support for the architectural treatments <br />recommended by the Planner with tl~e exception of the brick color. They <br />11 <br />
