MINIITES <br />CITY COUNCIL <br />APRIL 23, 1997 <br />berm. Frattalone indicated that he would be willing to purchase the plant <br />materials and work with Slumberland to add these to the berm. <br />Fahey stated that he would like to see a concept drawing which includes <br />the Schroeder property. Fahey indicated that there may be areas of <br />wetland on the north piece which would decrease density. Fahey asked <br />the City Planner about the density proposed by Frattalone and whether a <br />PUD designation provides for more density than R-2 zoning. <br />Frattalone acknowledged there was wetland on the Schroeder piece and <br />pointed out that the wetland area can be used as part of the buffer. <br />Frattalone agreed there would be less density on the north parcel than on <br />the south due to the wetland issue. He further suggested that there may be <br />some mitigation proposed in order to manage the development of the site <br />in the best manner possible. <br />Morelan asked what properties were located to the west of this site. <br />Frattalone replied that there is a vacant commercial parcel owned by Mike <br />Frattalone, a commercial building owned by Joe Peters, and a triplex <br />located just north of the Peters building. Frattalone reported that he <br />approached Mike Frattalone about purchasing his lot, however, the askin~ <br />price is quite high. <br />Scalze asked if there were any weCland areas o~~ tl~e south paroel. <br />Frattalone replied that there were not. Frattalone reported that he will be <br />proposing some dry ponds on the south edge of the property toward <br />Pioneer Park. <br />The City Planner indicated that the density bein~ proposed is <br />approximately 6 units per acre. R-2 zonin~ allows up to 8 units per acre. <br />Pedersen asked if there was an alternative design which would cluster <br />development more. <br />Frattalone reported that they are considering 3-unit buildings on the north <br />parcel. Frattalone indicated thlt the twinhomes being proposed are very <br />high-quality. <br />Pedersen pointed out that Allen Avenue would be a straight street running <br />east and west with small cul-de-sacs projecting off Allen. Pedersen felt it <br />would be more creative if the development were more irregular-looking. <br />Frattalone stated that they would look at the lay-out and see if there is <br />something which can be done.
