MINUTES <br />CITY COUNC[L <br />MAY 14, 1997 <br />continue to allow non-motorized water craft to be launched from the beach <br />area. <br />The City Administrator pointed out that the ordinance has already been <br />adopted by the Cities of Little Canada and Mapiewood. Thejoint powers <br />agreement is needed to outline Che relationship between the two cities for <br />enforcement of the ordinance. The Administrator reported that he has <br />reviewed the ocdinance and it does refer to launching of water craft, not <br />specifying between motorized and non-motorized. The Administrator <br />pointed out that the ordinance can be amended. However, an amendment <br />would have to be ldopted by the City of Maplewood and approved by the <br />DNR. The Administrator su~gested that another option would be to check <br />with the Sheriff's Departmeut and determine their intent in enforcing the <br />ordinance. lf the Sheriff's Department intends to enforce the ordinance <br />aggressively, the Council may wish to conside~ whether or not an <br />amendment would be appropriate. <br />F~hey suggested tl~at at this point the Council should go forward with the <br />adoptiai of the joint powers a~reement, and ask staff Yo follow up with the <br />Sherifi's De~artment. <br />Scalze suggested the reason launching of water craR is restricted to the <br />public boat la~u~ch at Spoon Lal<e may be because of the location of the <br />public beach. <br />Carson again commented he felt the intent was to re~ulate the launching of <br />mota~ized water craft. <br />Fahey pointed out tl~at under the ordinance, homeowners along Edgerton <br />Street, for example, would have to go to S~oon Lal<e to launch a canoe. <br />Fahey suggested that staff address this issue with the Sheriff"s <br />Department. <br />The City Administrator agreed and also indicated that he would contact <br />Greg Mack at Ramsey County to what the County's position is for <br />launching non-motorized water craft next to the beach.
