MINUTES <br />CITY COUNCIL <br />MAY 14, 1997 <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RF..SO7. Ab' A b'TORM/EMERCENCY SFIEI.TER AND <br />IN.STRUCTING .STAFF TO AMENI) THE USE POI.ICY FOR THE <br />73UII.DINC TO REFI,ECT T737S CHANGE <br />The foregoin~; resolution was duly seconded by LaValle. <br />Ayes (4) Fahey, LaValle, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />Council reviewed staff's report regarding the use of the Old Fire ~Iall as <br />rented community room space. Scalze felt that the building capacity of <br />142 occupants seeined high in light ofthe plrking situation. Scalze <br />suggested that perhaps the use of the building should be limited to smaller <br />events with a maximum capacity of 75. This would give people in the <br />City a modest-sized rental space. <br />LaValle as]<ed how the City would recoup the $8,600 required for parking <br />improvements and equipment. The City Administrator replied that those <br />funds could come from the Capital Improvement Fund initially and then <br />theoretically recovered from rent2l fees. <br />Scalze suggested that it may not be necessary to purchase all the <br />equipment right away. The Administrator felt the lower parking lot would <br />have to be paved and suggested thlt perhaps tl~at improvement should <br />occur in~espective of the use. <br />Fahey aslced what the lower ]evel of the building is currently used for. It <br />was pointed out that the (ower level is used by LCRA, a senior exercise <br />class, and occasionally Uy the Liistorical Society. Fahey suggested that the <br />Par]<s & Recreation Director approach North SuburUan Youth Association <br />for a grant for equipment piuchase for the building given that it is used for <br />youth activities and fund-raisers. Fahey asked if providing rental <br />community room space was a service that the City wanted to start <br />providiug to the general p~~blic. <br />Scalze pointed out tl~at ti~is ~uestion was asked as part of the 1995 <br />Community Survey. 87% of those respondin~ either strongly or <br />somewhat favored the rental of the lower ]evel of the Old Fire Hall as <br />commwiity room space. Scalze pointed out Yhat it is difficult to find a <br />small rental space. Scalze stated that she did not support allowing the use <br />of alcohol on the premises, however. It was noted that the question in the <br />community survey did not address alcohoi use. A question in the survey <br />
