MINUT~5
CITY COUNC[L
MAY 14, 1997
regarding rental of ballf elds f'or tournaments did address alcohol use,
however. Residents opposed allowing alcohol as part of tournament
usage. Scalze felt thlt many cities stayed away from allowing alcohol
usage in conjunction with the rental of community room space given the
number of additioi7al issues that Yhis generates.
Fahey pointed out that the survey question did not address alcohol usage.
Pahey felt it would not be uncommon for adu(ts to want to rent the space
fbr a party 1nd want to serve alcohol.
Scalze sug~ested perhaps City staff could research what other cities do in
this regard.
Pederseu suggested that the City try the rental of the lower level of the Old
Fire Hall on a trill basis of 6 to 12 months. 'l'his will show if there is a
demand. Pedersen stated that he did not want the City to spend a lot of
money on equipment, etc. until it is determined the demand is there.
The Council discussed the amount of the dama,~e deposit that should be
required, and it was there consei~sus diat $100 should be charged.
Fahey raised concern about the security of LCRA's equipment, and it was
the Council's consensus thaC ~i secured stora~e area sl~ould be provided.
LaValle suggested that the capacity of the rental space be (imited to the
amount of parlcing tl~at can be supported wittiout making any
improvements during the trial period. If d~ere is demand for the rental
space, the City could then proceed with parkin~ improvements and
equipment purchase.
Fa6ey stated that he would support the trial program and suggested it
continue through the end of the year. Fahey suggested that staff would
need to do 1n inventory of the e~uipment in the lower level of the Old Fire
Hall.
Scalze reported thaT when she rented communiYy rooin space iu another
city, tlie use of a coffee pot, sink and refrigerator was available. The user
was required to brin~ in their own paper goods and tiitensils. Scalze felt
otiier equipment in the lower level should be secured to minimize potential
problems. A large enough damage deposit wilt also he(p to minimize
problems.
A capacity of 75 people was discussed, and L1ValIe as]<ed if there was
enou~l~ parl<ing to support this c~pacity. It was }~ointed out that a
conditional use permit can be approved to allow off-site parking. Again
