MINUTES <br />C1TY COUNCIL <br />NIAY 28, 1997 <br />COMP PLAN Scalze opened the public hearing to consider the application for <br />AMENDMENT, Comprehe~lsive Plan Amendment, Rezoning from Industrial-Park <br />REZONING, & to R-2, and Prelimintiry Pl~t for PeYrina Par]< Terrace made by Frank <br />PRELINIINARY Frattaloiie for prope~ty located north of Pioneer Par]< and south of <br />PLAT - Slumberland. Scalze reported that the Plannin~ Commission has <br />PETRINA recommended approval of the applicatioi~s contingent upon compliance <br />PARK with the recommendatious of the City Planner. Scalze also noted that <br />TERRAC~ there are only four Council MemUers present this evening. A rezoning <br /> requires four affirmative votes of the Council, and the applicant has <br /> indicated that he would prefer to wait ui~til the {ull Council is present for <br /> action to be tal<en on his application. B1sed on that, the Council will hold <br /> the public l~earing tl~is evening, but table acYion on the matter until its June <br /> 10`~' meeting. <br />Frank Frattalone, 3205 Ce~~terville Road, reported that the property has <br />been for sale for 17 yeais as Industrial-Par1< property, and has not been <br />soid. Frattalone reporCed th~t he contacted Gordie Howe, Masterpiece <br />I-Ioines, to discuss the development of tl~e property with twinhomes. <br />I'rattaloue re~orted that he has the property north of Ailen Avenue under <br />purchase a~reement, antl is inoludin~ it in the proposll. Frattalone <br />reported that there is sanitary sewer and water main in Allen Avenue. <br />FIowever, only half of the required road right-of-way is dedicated. <br />Therefore, he has p~irchlsed the ~aroperty north of Allen and will dedicate <br />the additional right-of-way tor the street. <br />Frattalone reported that he I~as discussed the issue of buffering with <br />Slumberland. S(umberland has an existing berm along their south <br />property line. Fr1tt11one reported that he wiil work with Slumberland and <br />plant trees on top of the berm to provide screening for the twinhomes <br />proposed in phase two. <br />Frattalone pointed out that phase one will occur so~ith of Allen Avenue. <br />He noted diat one twinhome building per cul-de-sac has been eliminated <br />fro~n the pro}~osal. Density is proposed at 5 ~mits per acre, and Frattalone <br />pointed out thlt the Code allows for 8 units per acre. Drainage issues are <br />being worlced out. No variances are bein~ requested, 1nd all required <br />setblcks will be met. <br />FraYtalone pointed out that there is a jog in the western end of Allen <br />Avenue. It was necessvy to dedicate the full easement fi~om the property <br />ou the so~~th of A(len ~iven that tl~e Myers Frattalone property at the <br />northeast corner of Centerville Road and Allen Avenue is not included in <br />the plat. <br />
