MINUTGS CITY COUNCIL MAY 28, 1997 Frlttalone pointed out that he is proposing islands at both ends of Allen Avenue to dress up the entrance to the area. The City Administrator reporfed that the Public Works Director has reviewed the proposal and is recommending that visibility at the east and west ends of Allen Avenue be addressed so the isla~~ds do not obstruct the intersection. The Director is also proposing that the homeowners' association be responsible for mlintenance of the islands. The Director is recommending a barrier curb be installed to address the potential for damage fi~om snowplows. Frattalone re}~orCed that he is proposing Allen Avenue to be a dedicated public street. The cul-de-sacs are being proposed as private streets owned and maintained by the homeowners' lssociation. Trattalo~~e described the }~ondiu~ situaCion on the property and reported that he is currently worlcing with the Watershed ou the north property. There may be the possibility of shifting 11l the ponding to the western half of the northern parcel rather tl~ai~ having some along the north property line. In response to Scalze's question about trees, Frattalone reported that there may be a few trees left ii~ tl~e southeast corner of the property, but many of the trees are just brusl~. Frattalone replied that it had, but indicated that there is a third test bein~ done the results of which will not be available until September. Morelan asl<ed why private cul-de-sac streets are bei~ig proposed. Prattaloi~e replied that that is common in the indusCry pointing out that private streets can be narrower than a stlndard City street. Morelan asi<ed if there was a reason the City is requiring a 60-foot right- of-way for Allen Avenue versus the 50 feet required in single-family home developments. The City Planner replied that the assumption is there will be greater traffic volumes in a higher-density area. A wider road ri~ht-of-way ~ffords the City more options. Tlie Planner pointed out that the ~rivaCe cul-de-sacs shouid present no traftic ~arobiems which would require a 60-foot right-of=way. 5
