MINUTES
CITY COUNCIL
AUGUST 13, 1997
on this area. The Engineer reported that as a result of that study he is
recommending the installation of an 8-inch water main along Centerville
Road from approximately 350 feet north of LaBore Road to the future
Allen Street extension. It is recommended that the water main be installed
on the east side of the street approximately 9 feet from the Centerville
Road pavement. There will be the need for removal of some shrubs and
trees. The Engineer noted that installation on the west side of the road is
not feasible given the existing sanitary sewer. Another option would be to
install the water main in the front yards along Centerville Road. However,
that option would require the dedication of easements by the property
owners. The Engineer suggested that he could approach these property
owners to determine if they would be interested in dedicating easements at
no cost to the City. However, it was felt that would be highly unlikely.
Fahey stated that his preference would be to keep the water main entirely
within the road right-of-way, rather than weavin~ it through yards. Fahey
felt it unlikely property owners will dedicate easements at no cost.
The City Engineer reported that he is proposing the installation of one fire
hydrant somewhere close to the midpoint of the new water main.
The Engineer indicated that estimated cost of the improvement is $66,100.
This cost is proposed to be assessed on a per lot basis. Estimated cost to
property owners is approximately $3,772 per lot.
The Engineer anticipated that bids could be opened on August 25°i,
awarded on Au~ust 27°i, construction started in September and completed
in October.
There was no one present wishing to comment on this improvement.
Upon motion by LaValle, seconded by Fahey, the public hearing was
closed.
Scalze pointed out that there weren't many people present at the
neighborhood meeting on this improvement. Scalze suggested there may
be property owners who are not in favor of the improvement.
The City Administrator indicated that he received a call from one property
owner who was opposed to the improvement. The Administrator
indicated that he urged the property owner to attend this evening's
hearing. The City is in receipt of a petition signed by four of the property
owners who indicated their support of the improvement.
Mr. LaValle introduced the following resolution and moved its adoption:
