MINUTES <br />CITY COUNCIL <br />MAY 289 2025 <br />ADDITIONAL 2025 FUNDING FOR LICENSE PLATE READER CAMERAS <br />The Acting City Administrator provided background information on Flock safety cameras, noting that <br />this request comes from the Ramsey County Sheriff s Office. She stated that this is an unbudgeted <br />expense, just under $5,000 for 2025. She commented that going forward, this cost will be allocated <br />throughout future budgets. She noted that the City Council did have the opportunity to learn more <br />about this in a workshop setting with the Sheriff s Office staff. <br />Mayor Fischer recognized that this is an introduction to this system and more cameras will likely be <br />installed. Miller asked if there were locations identified. The Acting City Administrator replied that <br />there are three locations proposed within Little Canada. She noted that as they go forward, additional <br />cameras will be added. <br />Gutierrez commented that she appreciated the opportunity to ask questions of the Sheriff s Office. She <br />noted that the cameras are only used to track license plates of felons or other wanted people in order to <br />coordinate a better approach and attempt to avoid a chase situation. <br />Miller noted that these cameras are also able to track stolen vehicles. He noted that most squad cars <br />have this technology already, and these stationary cameras will simply add to that system. <br />Mayor Fischer commented that this is the future of law enforcement, to strategically identify where <br />felons and fugitives are and drive to them rather than pursuing them. He noted that the system has <br />been proven beneficial already all around them. He stated that even though this is an unbudgeted <br />expense, it is also strategic and important. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-5-86 — APPROVING FLOCK SAFETY CAMERAS, AND THE <br />CORRESPONDING UNBUDGETED AMOUNT FOR 2025, PROPORTIONAL TO THE <br />CITY OF LITTLE CANADA <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />2025 DEER CONTROL PROGRAM <br />The Parks and Recreation Director stated that since 2000, the city has maintained a deer control <br />program. He reviewed the goals of the program and noted that the intent has not been to eradicate deer <br />from the community but to manage the population. He commented that they are working with Metro <br />Bowhunters to find the hunt results from 2023, and there were no control efforts in 2024. He believed <br />they could do a better job tracking resident calls and deer -related injuries/crashes. He stated that there <br />have not been any deer -related crashes and very few calls on this topic in the last year, which is why <br />staff recommends no hunt in 2025. <br />Kwapick stated he has heard from residents in some neighborhoods where deer have impacted their <br />yards. He stated that perhaps they could make it easier for residents to report overactive deer activity. <br />0 <br />
