MINUTES <br />CITY COUNCIL <br />MAY 289 2025 <br />Mayor Fischer stated that perhaps moving forward, they might consider broadening out beyond deer to <br />address turkeys and geese as well. The Parks and Recreation Director agreed that a proper natural <br />resources program could include wildlife management. <br />Gutierrez introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-5-8 7 — APPROVING THE 2025 DEER MANA GEMENT <br />PROGRAM, WHICH INCLUDES NO RECOMMENDED HUNT IN 2025 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />PERSONNEL POLICY AMENDMENT TO ADD PERA PHASED RETIREMENT PROGRAM <br />PAYOUT POLICY <br />The City Clerk stated that the Public Employees Retirement Association (PERA) offers a phased <br />retirement option (PRO) program, which allows employees to reduce their hours while remaining in <br />the same position, for up to five years, and be able to collect their full benefit. She provided additional <br />information on the language that is proposed to be included in the policy to best fit the city. She <br />provided additional information related to the employee who is participating in the PRO program. <br />Miller asked and received confirmation that those who are working less than 20 hours per week would <br />still earn the Minnesota sick and safe time. She confirmed that those hours can be used but would not <br />be paid out if unused. <br />The City Clerk confirmed that the phased retirement option allows an employee to be able to work up <br />to 20 hours per week in the same position. She commented that currently this program is allowing the <br />Building Official to pass on his knowledge to the new employee. <br />Mayor Fischer commented that the phased retirement program is a great option for both the employee <br />and the organization, as it allows an employee to slowly transition into retirement while also passing <br />on their knowledge and bringing the new person up to speed. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-5-88 — APPROVING TO ADD NEW SECTION 17, PERA <br />PHASED RETIREMENT OPTION] TO THE LITTLE CANADA PERSONNEL POLICY <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />AUTHORIZE POSTING FOR A PUBLIC WORKS MAINTENANCE WORKER <br />The City Clerk stated that the Council accepted the resignation of a public works employee earlier on <br />the agenda, which will bring the department down a total of three working employees. She stated that <br />they propose to hire a Maintenance I worker to assist with staffing in the public works department. <br />She asked that the Council authorize the posting immediately. She confirmed that they would be <br />reviewing the structure of the department before adding additional employees after this hire. <br />5 <br />
