<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Laura Linehan, Acting City Administrator <br />Assistant City Administrator/CR Manager <br /> <br />Heidi Heller, City Clerk/HR Manager <br /> <br />DATE: May 28, 2025 <br /> <br />RE: City Administrator Employment Contract for Bryce Shearen <br /> <br />ACTIONS TO BE CONSIDERED: <br />Staff is requesting the City Council's consideration in approving a City Administrator Employment <br />Contract between the City of Little Canada and Bryce Shearen. <br /> <br />BACKGROUND: <br />On January 8, 2025, Chris Heineman resigned as Little Canada’s second City Administrator with his <br />last working day of March 1, 2025. <br /> <br />On February 12, 2025, the City Council approved a consulting services agreement with HueLife for a <br />City Administrator Executive Search. <br /> <br />As part of the recruitment process, Dr. Richard Fursman met with the leadership team members, and <br />the City Council members to discuss what both parties might like to see in a new City Administrator. <br />Additionally, a survey was provided to gauge technical skills and preferences for the new City <br />Administrator position. <br /> <br />Insights were compiled, and the City Council approved a recruitment profile on March 12, and the <br />position opened for recruitment that same week. Applications closed on April 11. <br /> <br />HueLife received 41 applications for the position of City Administrator. Dr. Fursman thoroughly <br />reviewed the applicant pool and prepared confidential semi-finalist packets for the Council to consider <br />and discuss at the May 7 Special City Council Meeting. The City Council invited four finalists for <br />interviews over a two-day process on May 16 and May 17. The City Council, along with city staff and <br />community leaders, interviewed the four finalists. <br /> <br />Following interviews on May 17, the City Council voted to extend an offer of employment as City <br />Administrator to Bryce Shearen and authorized Dr. Fursman to begin contract negotiations. <br /> <br />Mr. Shearen has verbally accepted the city’s offer of employment as City Administrator and will begin <br />employment on June 30, 2025. <br /> <br />Mr. Shearen currently serves as a Strategic Development Director/Project Manager at Bolton & Menk, <br />where he has managed complex public sector projects, including long-range and strategic planning <br />efforts for municipal clients across Minnesota, the Midwest, and the Carolinas. <br />
