<br /> <br />Figure 4. 3D Renderings <br /> <br /> <br />UTILITY IMPROVEMENTS AND COST ALLOCATION <br />The proposed development will require upgrades to an existing city lift station, as well as other public <br />utility improvements. The city’s engineering consultant, Bolton & Menk, has worked with Lupe <br />Development to assign a proportional share of those improvement costs to the project. Lupe’s <br />responsibility has been estimated at approximately $200,000, which is reflected in their submitted pro <br />forma. <br /> <br />RECOMMENDATION <br />City staff is recommending that the council consider TIF assistance due to the challenging nature of the <br />site. The proposed project offers significant public benefit by redeveloping a long-vacant, irregularly <br />shaped parcel located adjacent to both a highway and a rail line. Additionally, the inclusion of <br />affordable senior housing helps the city advance its regional housing goals. <br /> <br />That said, the request for a full 26-year TIF term differs from the city’s approach to its other affordable <br />housing district at Rice and Demont. Staff recommends that the Council review the alternative <br />scenarios outlined in the Baker Tilly report and consider a shorter duration or modified structure, <br />consistent with past practice. <br /> <br />ATTACHMENTS <br />• ATTACHMENT A: Baker Tilly TIF Analysis Memo
