Frattalone <br />indicated that he has been approached by two businesses, both of who are <br />interested in a 100,000 square foot building. These users are looking for <br />corporate office locations combined with warehousing. <br />Frattalone reviewed the proposed grading of the site pointing out that he <br />would try to save as many trees as possible and would be replacing many <br />of the trees which would be removed. Frattalone reviewed a concept site <br />plan for an office warehouse development. The site plan contained 396 <br />parking places, which Frattalone indicated would be the maximum <br />required if the building were totally off"ice space. That number could be <br />reduced depending on the size of the warehouse space. Frattalone pointed <br />out that he is proposing ponds on the northwest and southeast corners of <br />the site. <br />Scalze felt approving the gradin~ plan before review of the rezoning <br />request and development proposal was putting the cart before the horse. <br />Morelan a~reed it was pretty difficult to react to a grading plan without <br />knowing what the final development would be. <br />Scalze pointed out the previous Council discussion about PUD zoning for <br />this site with an office development designation. The discussion was for a <br />corporate headquarters type of use for the site. <br />Morelan pointed out that at one point the Council called for a public <br />hearing to consider the rezoning of the site. The Administrator replied <br />that that was correct, however, it was decided to wait on the rezonin~; until <br />there was a development proposal initiated for the site. It was noted that <br />the April 19, 1996 memo from the Planner outlining Comprehensive Plan <br />final changes referred to the south portion of the Waterworks property <br />being changed to industrial with text which recommends an <br />off"iceh•esearch type of campus plan. <br />Frattalone asked what would be considered office/research. Morelan <br />replied that a corporate headquarters similar to the St. Jude facility would <br />be considered office/research. <br />Frattalone reported that he is proposing office/warehouse similar to the <br />facilities in Yorkton Industrial Park and similar to the development across <br />the street from this parcel. Frattalone felt the probability of attracting <br />another St. Jude-type of development was not likely. <br />Morelan acknowledged that the site needs work; however, felt the <br />amenities would make this site a good corporate headquarters location. <br />
