MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 1997 <br />Frattalone stated that the o~ce/warehouse facilities he is proposin~ is one <br />that he would consider a corporate headquarters. <br />Scalze felt the discussion was ~ettin~ a little ahead of itself since the <br />Planning Commission has not had the opportunity to review the rezoning <br />proposal. Scalze felt that it more appropriate for the grading permit to be <br />considered at the same time as the rezonin~ proposal. <br />Frattalone stated that he was looking for input from the Council on the <br />development concept for the site. Frattalone pointed out that he has a <br />purchase agreement with the St. Paul Water Utility which is contingent <br />upon approval of a gradin~ permit. Frattalone indicated that in order to <br />be~in grading the parcel, he will have to place concrete slabs over the two <br />water conduits at the edge of the site. This concrete has to be poured so <br />that gradin~ can occur over the winter. <br />FratCalone asked if the City is looking for a small building with a lot of <br />open land. If that is the case, FraYtalone stated that he could not buy the <br />property given the investment in grading which is required. <br />Pedersen stated that he would like to see a ratio of office to warehouse as <br />well as whether the building proposed would have a brick exterior versus <br />pre-case concrete. <br />Frattalone indicated that the grading which is necessary is not dependent <br />the fagade of the building. The grading plan being presented reflects the <br />maximum buildin~ size which could be placed on the site. <br />LaValle pointed out that the site must be graded in order to make it a <br />buildable lot. <br />Frattalone indicated that there is close to a year's worth of ~rading needed <br />to get the property into shape to make it marketable. <br />Morelan asked why Council approval was required for the grading permit. <br />The City Administrator replied that there are over 100 yards involved. <br />This limitation was placed in the Code so that there were no major site <br />changes occurrin~ without the Council being aware of them. <br />Morelan questioned approvin~ a gradin~ permit at this time, before action <br />is taken on a development proposal, since the grading may be too explicit <br />and may dictate the type of building which could be developed on the site. <br />
