MINUTES <br />CITY COUNCIL <br />OCTOBER 8, 1997 <br />GRADING The Council reviewed the City Engineer's report dated October 2, 1997 <br />PERMIT - re~arding the gradin~ of the St. Paul Water Department property. Morelan <br />ST. PAUL noted that the Engineer indicated that the gradin~ as proposed by Mr. <br />WATER Frattalone was a reasonable approach if the development of the site is to <br />DEPARTMENT be maximized. The report states that grading options may vary <br />PROPERTY - considerably depending on actual use of the propei~y. Morelan asked if <br />FRANK it was the City's intent to maximize or streamline development of the <br />FRATTALONE site. <br />Fahey pointed out that the decision on the grading permit could determine <br />the action the Council would take with regard to the rezoning. <br />Morelan stated that when he suggested the City Engineer work on the <br />grading issue it was his idea that the Engineer would come up with a <br />revised interim-grading plan that would not tie the site to a certain type of <br />development. <br />Pedersen did not believe it would be feasible to grade just half the site <br />pointing out that the result would be severe slopes. <br />Fahey stated that he was interested in the opinion that there was a <br />significant amount of grading required if the property is to be put to a <br />~ood use. Fahey stated that he was not opposed to maximizing the use of <br />the site. Fahey felt that if a corporate headquarters could be attracted, <br />there was nothin~; wrong with maximizing the area. <br />Morelan stated that part of the reason he wanted to attract a corporate <br />headquarters-type user was that the site may be developed in a more <br />aesthetically pleasing way. <br />Scalze pointed out that the Council referred the matter to the City <br />Engineer asking that he work with Mr. Frattalone to develop an interim- <br />grading plan. Scalze felt a final grading plan could be acted on at the <br />rezoning hearing. Scalze stated that the grading plan before the Council <br />this evening looks like the original plan that was submitted and not an <br />interim plan. <br />Fahey asked if it were feasible to have an interim plan. <br />The City Engineer felt that in order to save the ridge that exists on the <br />property, the site could be developed with a very small building in the <br />
