MINUTES <br />CITY COUNCIL <br />OCTOBER 8, 1997 <br />The City Engineer replied that it was his opinion that unless the building <br />size is reduced to 25,000 or 30,000 square feet and placed in the corner of <br />the site, the site will have to be graded as is proposed by Mr. Frattalone. <br />Frattalone pointed out that there is a one-to-one slope along the south side <br />of the site. That slope is not allowable by City Code and must be changed <br />to three-to-one. In order to accomplish this change in slope as well as <br />work with drainage of the site, the ridge on the property will need to be <br />removed. The entire site must be cut down to get a flat surface for <br />development. <br />Morelan stated that the reason he opposed the ~rading plan as proposed <br />was because he did not want to see the City locked into a certain sort of <br />development. Morelan asked the Engineer to clarify that the grading plan <br />as proposed is what has to happen regardless of the type of buildin~;. <br />The City Engineer stated that that was his opinion. <br />Fahey pointed out that unless the building size is limited to 25,000 to <br />30,000 square feet, the property will have to be graded as Mr. Frattalone is <br />proposing and the ridge must be removed. Fahey felt that the gradin~ <br />permit should be approved. Fahey also suggested that City consultants be <br />utilized to try to market the property to a corporate user. <br />Frattalone asked if there was the possibility that an industrial-type buildin~ <br />would be allowed under a PUD zoning of the site. <br />Fahey felt that at a minimum there must be an effort shown to market the <br />property at a higher use than just as an industrial site. Fahey stated that <br />this was a good site and felt the City should make an effort to assist in <br />marketin~ it. <br />Scalze indicated that the City wanted to see the site develop at its highest <br />tax value. <br />Morelan stated that he was thinking of a corporate office development that <br />may include some manufacturing. <br />Fahey felt the important factor would be the quality of the maCerials and <br />the valuation of the building. <br />
