MINUTES <br />CITY COUNCIL <br />OCTOBER 29, 1997 <br />Mr. Gerald Battista, 951 Beam Avenue, su~gested that a surmountable <br />curb would have been more functional than a barrier curb. The City <br />Engineer reported that Maplewood City Ordinance requires barrier <br />curbing. Maplewood property is located on the east side of Arcade Street <br />between LaBore Road and Keller Parkway. There are a couple of Little <br />Canada properties on this side of the street as well. That section was <br />given barrier curbin~ because of the Maplewood Ordinance, and it was felt <br />it would be difficult to make a transition to surmountable curbin~ for the <br />couple of Little Canada lots. The Engineer reported that barrier curbing is <br />about 25 cents more per foot than surmountable curbing. However, Little <br />Canada assessed all curbing at the surmountable curbing rate. <br />Mary Edgett, 3000 Arcade Street, reported that the ditch work adjacent to <br />her property has not been sodded. Ed McCumber, 2968 Arcade Street, <br />reported that the Watershed has indicated that some areas will be hand <br />seeded and not sodded. <br />The City En~ineer reported that he and the Public Works Director will <br />walk the entire area on Friday and make a list of all the details that need to <br />be addressed. <br />Ed McCumber reported that the edges of the sod are a bit higher than that <br />existing ground. The City En~ineer indicated that he would look at that. <br />Chris Drake asked about the contractor's responsibility. <br />The Engineer reported that the contractor is required to water the sod as <br />needed. The inspection on Friday will identify areas where sod needs to <br />be replaced. The Engineer reported that MN DOT declares November ls` <br />to be the end of the growing season. The contractor was required to <br />maintain the sod for 30 growin~ days, and November ls` coincides with <br />that date. <br />Fahey asked if the City could request the contractor to water the sod to <br />minimize the chance of it dying. The City Administrator suggested that <br />the City Engineer and Public Works Director look at the sod, and if it <br />looks dry, that will be made a warranty issue. The City will protect its <br />ri~hts as much as possible with the contractor. <br />Potter pointed out that we have had several frosts, and asked if frosts <br />interrupt the 30-day cycle. Potter pointed out that plants cannot be <br />expected to grow after a frost. <br />Fahey stated that the bottom line is that the City wants the sod growing in <br />the spring. If it isn't, the issue will come back to the Council and the <br />
