MINUTES <br />CITY COUNCIL <br />NOVEMBER 26, 1997 <br />Counci( reviewed Program Development and Follow Through. Scalze <br />rated the Administrator at "E" as did Fahey. Fahey suggested that the City <br />establish performance standards for each department as well as have a <br />program for measuring outcomes. One means of doing this would be to <br />send a survey form be sent to residents after a street improvement project <br />has been completed. The Administrator pointed out Local Performance <br />Aids that require that cities establish performance standards. <br />Pedersen and LaValle rated the Administrator at `B" with LaValle <br />commenting on the teamwork factor and guidance provided the <br />Administrator that achieves 110% from the City's limited office staff. <br />Morelan rated the Administrator at "M-" commenting on the many <br />difficult situations which were encountered over the past year which have <br />ne~atively impacted program development and follow through. <br />Suggestions for improvement included attending to the engineering <br />services situation, making the City Center addition project a top priority to <br />endure a quality project with minimal expense, customer service survey <br />results on a semi-annual basis, water meter reading system and street <br />li~hting policy should be reviewed. Morelan also provided a list of <br />projects and programs for which the Administrator should be commended. <br />Relationship with Mayor and Council was reviewed. Fahey and Pedersen <br />provided "E" ratings, with Fahey commending the Administrator on his <br />strong interpersonal and excellent communication skills. Fahey cautioned <br />the Administrator that whatever he writes may be discoverable and could <br />be used as an admission against the City. LaValle ~ave the Administrator <br />an "E to E+" rating in this area commenting that it is difficult to balance <br />the known personal agendas of the Mayor and individual Council <br />Members. <br />Morelan provided an `B" rating commenting that the relationship between <br />the Council and Administrator continues to be very open and built on <br />mutual respect. Morelan commended the Administrator on the increased <br />frequency of "information updates". <br />Scalze rated the Administrator at "M+" suggesting that he sometimes <br />seems hesitant on recommendations because of "counting to three". <br />Scalze commended the Administrator on his written communications <br />skills, availability, and information updates. <br />Long Range Planning was rated by Morelan at "E" commenting that this <br />area continues to demand a significant amount of the Administrator's <br />time. Morelan suggested that efforts should be made to finalize the <br />
