MINUTES <br />CITY COUNCIL <br />NOVEMBER 26, 1997 <br />In the area of Professional/Personal Development, Fahey ranked the <br />Administrator at "M+" commenting that the Administrator is tactful, <br />perhaps to a fault, and does not take a position where it mi~ht be <br />appropriate to provide input on Council issues. Fahey encouraged <br />decisive input. Fahey sug~ested that the Administrator's sense of urgency <br />could be enhanced. Pedersen provided an "E" ranking while LaValle <br />ranked the Administrator at "E to E+". <br />Morelan provided an "E" ranking commenting that the Administrator <br />continues to challenge himself and his staff to improve the City's delivery <br />of services. Scalze provided an "E+" ranking commending the <br />Administrator on his enthusiasm for the job and his lo~ical opinions. <br />Scalze commented that the Administrator is very clear and decisive. <br />At this point the workshop was temporarily adjourned until the conclusion <br />of the regular Council meetin~. <br />The workshop reconvened at approximately 8:30 P.M. <br />The City Administrator reported that annual performance evaluations are <br />conducted for directors and staff. These evaluations are used to set goals <br />for each employee on a six-month, annual, and ~eneral basis. The <br />Administrator also reported that compensation is not tied directly to <br />performance, but it is tied indirectly. The Administrator agreed that there <br />is not a five-year business plan for the City, but pointed out the City's <br />customer service policy and mission statement. <br />Morelan asked about training for the new receptionist. The Administrator <br />replied that the receptionist will be attending computer training that she <br />will then use to set up a data base for the Parks & Recreation Department. <br />It is also planned that the receptionist will become more involved in the <br />Parks & Recreation Department's staff meetings, which will provide her <br />with additional knowledge to assist in answering questions in this area. <br />The Administrator reported that staff has received training on customer <br />service and that this topic is discussed at each staff ineeting. The City is <br />also participating jointly with the City of Falcon Heights in a membership <br />with a video training provider. The City has taken advantage of several <br />training opportunities throu~h this provider as well as in joint ventures <br />with other cities. Depai~tment heads attend several training classes, and <br />the Administrator indicated that he is encouraging the Parks & Recreation <br />Director to become more involved in the MN Parks & Recreation <br />Association. <br />
