MINUTES <br />CITY COUNCIL <br />JANUARY 28, 1998 <br />The City Planner indicated that the City can require screening. He also <br />pointed out that the City's Land Use Plan was amended and that was the <br />guideline he was using in analyzing Heritage's site plan. The Planner <br />pointed out that the garage which has been built under the powerlines has <br />eliminated much of the visibility that any development to the east would <br />have of the parking lots on the Heritage site. This is the primary reason <br />for the screening requirement. The Planner felt that the landscaping plan <br />submitted this evenin~ may accomplish what the ordinance requires. <br />Morelan pointed out that if the landscape plan does not meet ordinance <br />requirements, in practicality it works. The Planner replied that that was <br />correct. <br />Dobbs pointed out that the architectural nature of the office buildings <br />gives them the appearance of single-family homes. Therefore, the <br />development would be compatible with a residential development to the <br />east. Dobbs again reported ofHeritage's efforts to save a series of <br />evergreens on this property and that they would plant as many as they <br />could along the east property line. However, the majority of the trees <br />along the east as proposed as deciduous trees. Dobbs pointed out that the <br />City's Tree Preservation Ordinance calls for 30 caliper inches per acre, <br />and indicated that the landscape plan he is submitting meets that through <br />the use of deciduous trees. <br />Fahey indicated that he would like to see additional screening on the east <br />subject to approval of that screening by the City Planner. <br />Morelan asked ifNSP has approved the garage under their powerlines. <br />Dobbs reported that they have NSP approval for the garage. NSP has <br />imposed requirements such as a flat roof and block construction. Herita~e <br />is looking into whether or not they can stucco the buildin~ and install a <br />metal trim. Heritage wants to ensure that the garage looks good and <br />blends in with their development. <br />Morelan agreed that the garage provides considerable screening from the <br />parking lot. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOI.
