MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 1998 <br />that buffering was possible suggesting that office development could be <br />placed adjacent to the apartments to serve as a buffer. <br />Morelan asked about the 100-foot buffer from Iona Lane. It was noted <br />that the buffer was something a previous Council had agreed to, and that <br />the issue would have to be discussed. <br />The Administrator reported that if the bowlin~ alley stays, Wise indicated <br />that there would have to be upgrades to the buildin~. The Administrator <br />reported that he discussed this with the owner who expressed varying <br />degrees of interest. <br />Morelan asked if the Winters' property would be included in the <br />redevelopment if Little Canada Road is shifted further north. The City <br />Administrator reported that it would given that Cinemark is lookin~ for a <br />17 '/z acre site. <br />Council discussed the placement of the theater on the south end of the <br />redevelopment area, and pointed out that it would hlve ~;ood access and <br />visibility via Rice Street. <br />The City Administrator reported that placing the theater south of Little <br />Canada Road results in a cost savings given the elimination of some street <br />improvements and the reduction in acquisition and relocation costs. <br />However, Middle Street would have to be upgraded. <br />The Administrator reported that Cinemark is still proposing a 17-screen <br />theater development. Wise has requested that the City discuss the <br />relocation of Little Canada Road with the County, revise the site plan <br />accordingly, recheck costs and revise numbers. Once Cinemark has that <br />information, it will put together a site plan for City review. The next step <br />would be to draft a Deve(opment Agreement. <br />Vitale asked about the financial commitment required of Cinemark. The <br />Administrator replied that he pointed out to Wise that should the City take <br />down the sites and bond for the costs, it will need to ensure that <br />development happens in order to be able to pay back debt obligations. <br />Wise indicated that there will be a way to deal with up-front costs needed <br />from Cinemark. <br />Vitale asked if Cinemark was looking at other sites in the metro area. <br />The City Administrator replied that at one point they were lookin~ at three <br />sites. However, he was not sure this was still the case. Cinemark would <br />like the theater to be completed in May to July of next summer with the <br />
