MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 1998 <br />Upon motion by Morelan, seconded by LaValle, the public hearing was <br />closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RE,SOI, UTION NO. 98-2-36 - APPROVING THE VARIANCE AS <br />REQUE.STED BY MR. Resolution declared adopted. <br />ZONING The Mayor opened the Public Hearing to consider the Zoning Ordinance <br />ORDINANCE amendment which would allow off=premise real estate signs to be located <br />AMENDMENT- on private property. The original request was for off-premise real estate <br />OF'r-PREMISE signs on the public right-of-way. However, the Planning Commission has <br />REAL ESTATE recommended that these signs be restricted to private property. The <br />SIGNS Planning Commission recommended approva( of the Zoning Ordinance <br /> amendment as modified by a 5 to 1 vote. <br />The City Planner pointed out that the ordinance was written to be specific <br />to real estate si~ns, limiting the time these signs can be displayed, but not <br />limiting the signage itself. As an example, the signs could be advertising <br />an open house or contain a directional arrow. <br />Mayor Fahey asked if there was anyone fi~om the general public present <br />wishing to address this matter. <br />7ohn Periado, St. Paul Area Association of Realtors, indicated that his <br />organization would like to see the ordinance amended to allow off-premise <br />real estate signs on the public right-of-way. Periado reported that most of <br />these si~ns are taken down by realtors in a timely fashion, and the <br />Association is willin~ to work with the City in policing the matter. <br />Periado pointed out that allowing the off-premise signs on the public right- <br />of-way would prevent realtors from having to knock on doors to gain <br />property owners' permission to put up their si~ns. <br />Fahey noted that the Cities of Maplewood, Shoreview, and Cottage Grove <br />allow these signs in the right-of-way, and that their ordinances are <br />
