MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 1998 <br />consistent with the sample ordinance submitted by the Realtor's <br />Association. <br />The City Planner reported that the Planning Commission had two reasons <br />for restricting off-premise real estate signs to private property. The first is <br />that the ordinance is on the edge in terms of allowing only off-premise real <br />estate signs and not other types of off=premise signage. Secondly, the <br />Planning Commission discussed the fact that allowin~ off-premise signs in <br />the public right-of-way could result in a property owner who owns <br />property on a prime corner being inundated with real estate si~ns with no <br />control over the signage that is placed in front of his/her house. <br />Scalze pointed out that the right-of-way is for road purposes and is not <br />desi~nated as a sign easement. Scalze questioned the time limit contained <br />in the ordinance which allows the signage up for 24 hours before and after <br />an open house. <br />The Planner replied that this time limit is in response to the Masterpiece <br />Homes request for off-premise signs. Masterpiece Homes has a si~n <br />service which puts up signs for them on Friday evenings and takes them <br />down on Sunday evenings. On weekdays the realtor who works at the <br />model home in Pitrina Park puts up and takes down his own open house <br />signs. <br />Scalze was concerned that open house signs would be allowed to be up <br />when there was not an actual open house occurring. Fahey pointed out <br />that the off=premise si~ns are not limited to open house signs, but could be <br />directional arrows. Fahey did not feel the time limit would be an issue in <br />most cases. <br />Periado felt open house signs should be taken down after the open house <br />closes. He requested that the City allow open house signs to be placed in <br />the right-of-way for the few hours that an open house may occur. <br />Fahey pointed out the Planning Commission's recommendation against <br />placing of~=premise real estate signs in the right-of-way. <br />LaValle did not see tlte issue as a large one given the number of homes <br />sold in the City each year. LaValle stated that he did not see many open <br />house signs in the City. Scalze suggested that the number of si~ns will <br />increase once the ordinance is amended. Scalze also stated that if she <br />owned a house on a prime corner, she would not want a lot of open house <br />signs in her fiā€¢ont yard without her permission. Morelan agreed. <br />4 <br />
