Wise has indicated that he could work with <br />the southern site without the Winter's propeRy, although his preference is <br />that the two Winter's parcels be included. Wise needs a total <br />redevelopment site in the 17 to 18 acre range. Wise also indicated that <br />without the Winter's parceis, he would not include the .91 acre site to the <br />east. Wise indicated that he wants all parking for the theater to be located <br />in front of the theater. <br />The Administrator reported that without the Winter's parcels, the southern <br />site is just under 10 acres. The Administrator reviewed three dia~rams <br />showing various parcels that could be assembled for redevelopment. <br />Dia~ram A includes the Guerin prope~ty, Budget Power, 93 West Little <br />Canada Road and a portion of the bowling alley property for a total of <br />14.5 acres. Diagram B adds the First Bank property for just under 16 <br />acres. Diagram C adds in the right-of-way for Middle Street and First <br />Bank Drive for 17 acres. <br />The Administrator reported that Wise has asked the City to define the site <br />they would assemble, and then Cinemark will move forward with a site <br />plan. Wise also wants a draft ofthe Development Agreement. The <br />Administrator reported that he has an appointment with Briggs & Morgan <br />and Ehlers & Associates on Friday mornin~ to prepare the draft <br />agreement. <br />Scalze asked about the realignment of Little Canada Road as well as <br />parking and access for the theater. <br />The City Administrator pointed out that if Little Canada Road is reali~ned, <br />there will be less developable land. (Three alignment options were <br />reviewed.) Wise has indicated that he needs 10 acres for the theater <br />development and there is 9.8 acres available without the Winter's <br />property. If Little Canada Road is shifted slightly north, that would ~ive <br />the southern parcel some additional square footage. <br />Fahey stated that he was not in favor of moving Little Canada Road to <br />gain .2 acres of land. Fahey suggested that the City assemble the 9.8 acres <br />as well as acquire the .91 acre which could be platted as an outlot for <br />future combination with the Winter's property when that develops. <br />Scalze questioned why First Bank would have to be taken out. The <br />Administrator reported that the First Bank property has been added in <br />order to assemble a 17 to 18 acre site. Without the Winter's property and <br />the .91 acres, the bank property would be necessary to achieve the total <br />acreage. The Administrator pointed out that the bank property will be a <br />more costly piece of property than the Winter's. <br />
